Oregon DEQ's Materials Management Program is guided by the 2050 Vision, which states: "Oregonians in 2050 produce and use materials responsibly, conserving resources, protecting the environment, and enhancing well-being." Materials management takes a holistic view of environmental impacts across the full life cycle of materials, as well as actions that can be taken to reduce those impacts. Circular Action Alliance (CAA) is a 501(c)(3) nonprofit producer responsibility organization (PRO) approved to implement extended producer responsibility (EPR) laws for paper and packaging in California and Colorado, and the only paper and packaging PRO to submit a program plan in Oregon. It has also been selected to represent producer interests and serve as the single nonprofit PRO on the State Producer Responsibility Advisory Council in Maryland.
